And what lessons can we learn from cities that have brought in similar measures to stop rents from rising?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-why-was-a-rent-freeze-in-england-being-considered\">Why was a rent freeze in England being considered?\u00a0<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The main reason the government is looking at a rent freeze is to protect people from a sudden jump in living costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because of the ongoing conflict in the Middle East, the price of oil, energy, and everyday goods has risen around the world. Economists are warning the UK will be hit hard by this new wave of inflation, and ministers are concerned about families struggling to pay their bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chancellor was looking for quick ways to shield households from these sudden price shocks \u2013 and considered a rent freeze to stop costs mounting.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.generationrent.org\/2026\/04\/28\/rent-freeze-could-save-renters-over-300-a-year-press-release\/\" rel=\"noopener noreferrer\" target=\"_blank\">Renters&#8217; campaign groups<\/a> estimate that stopping rent increases for just one year could save the average household around \u00a3324.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-have-rent-freezes-worked-in-the-other-countries\">How have rent freezes worked in the other countries?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The main problem with stopping rent increases by law is that it disrupts the wider housing market. And in some circumstances, it ends up hurting the very people it\u2019s supposed to protect.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are some examples of city-wide rent freezes and their repercussions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\"><strong>Scotland\u2019s emergency rent cap \u2013<\/strong> during the last cost of living crisis, Scotland stopped rents from going up. Because the rules only protected people who already had a tenancy, the rents for new properties on the market shot up. It heavily punished any tenant looking to move<\/li>\n\n\n\n<li class=\"wp-block-list-item\"><strong>Berlin\u2019s rent freeze \u2013<\/strong> in 2020, Berlin tried a strict five-year rent freeze. The impact on housing was drastic. While rents for some tenants stayed low, the number of homes actually available to <a href=\"https:\/\/www.dw.com\/en\/berlins-revolutionary-rent-cap-success-or-flop\/a-56664706#:~:text=Ben%20Knight,were%20at%20in%20June%202019.\" rel=\"noopener noreferrer\" target=\"_blank\">rent dropped by over 50%<\/a>. Landlords simply stopped renting out their properties and sold them to buyers instead \u2013 causing the rental supply to drop significantly&nbsp;<\/li>\n\n\n\n<li class=\"wp-block-list-item\"><strong>Stockholm\u2019s long-term rent controls \u2013<\/strong> Stockholm has had <a href=\"https:\/\/www.coastandcountryfn.com.au\/the-global-failure-of-rent-controls-a-tale-of-international-cities\/\" rel=\"noopener noreferrer\" target=\"_blank\">strict rent controls<\/a> for years, designed to keep housing more affordable for everyone. But because landlords can\u2019t make enough money to cover costs, there\u2019s a massive housing shortage. If you want a rent-controlled apartment in the city, the average waiting list is over nine years long.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">All of these examples show that freezing rents might make monthly costs lower in theory, but that doesn&#8217;t help anyone if there are no actual homes left to rent.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-would-a-rent-freeze-work-in-england\">How would a rent freeze work in England?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A rent freeze is a strict legal ban on raising rents for a set amount of time. It was reported that private landlords across England wouldn\u2019t be allowed to increase their <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/apr\/27\/rachel-reeves-considering-rent-freeze-to-limit-iran-war-fallout\" rel=\"noopener noreferrer\" target=\"_blank\">tenants&#8217; rent for one full year<\/a>. \u00a0<\/p>\n\n\n\n<div id=\"nba-body-001\">\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-would-a-rent-freeze-mean-for-landlords-nbsp\">What would a rent freeze mean for landlords?&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A blanket rent freeze means a landlord\u2019s income is capped exactly as global inflation drives up their own costs.
