Originally planned for October 2026, the launch of the new system will now take place in the second half of 2027.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But with the Minimum Energy Efficiency Standards (MEES) deadline looming, there\u2019s concern about whether there\u2019ll be enough time for landlords to make the necessary changes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Find out why the reforms were delayed and what this might mean for landlords.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What are the proposed reforms to EPC?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/what-is-an-epc-rating\/\">current EPC system<\/a> is facing its biggest overhaul in more than a decade. The plan is to move away from a single headline rating to a system based on multiple performance metrics.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The goal for the new test is to give a much more detailed view of a property&#8217;s energy efficiency. <a href=\"https:\/\/www.gov.uk\/government\/consultations\/reforms-to-the-energy-performance-of-buildings-regime\/outcome\/reforms-to-the-energy-performance-of-buildings-regime-partial-government-response\" rel=\"noopener noreferrer\" target=\"_blank\">Multiple measures<\/a> will be used in the new assessments, including:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\"><strong>fabric performance<\/strong> \u2013 measures how well the building retains heat (insulation, windows, and air tightness). This is intended to be the primary metric<\/li>\n\n\n\n<li class=\"wp-block-list-item\"><strong>heating system<\/strong> \u2013 rates the efficiency and carbon impact of the property\u2019s heating system\u00a0<\/li>\n\n\n\n<li class=\"wp-block-list-item\"><strong>smart readiness <\/strong>\u2013 a new metric assessing a home\u2019s ability to integrate with smart technologies, like EV chargers and smart meters<\/li>\n\n\n\n<li class=\"wp-block-list-item\"><strong>energy costs<\/strong> \u2013 instead of a grade, this will be displayed as an estimated annual energy bill in pounds<br><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Some landlords may welcome the reforms, with <a href=\"https:\/\/www.which.co.uk\/news\/article\/are-epc-ratings-accurate-uncovering-the-flaws-in-energy-assessments-aPaf62X5HaRD\" rel=\"noopener noreferrer\" target=\"_blank\">some questioning<\/a> the accuracy of the current EPC system \u2013 particularly what it would take for some older properties to achieve the current MEES target of C in 2030.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-reddit wp-block-embed-reddit\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"reddit-embed-bq\" style=\"height:316px\" ><a href=\"https:\/\/www.reddit.com\/r\/HousingUK\/comments\/1knrcbz\/epce_on_a_narrow_detached_victorian_house_shall_i\/\" rel=\"noopener noreferrer\" target=\"_blank\">EPC-E on a narrow detached victorian house &#8211; shall I walk away?<\/a><br> by<a href=\"https:\/\/www.reddit.com\/user\/HelpMeOutQ\/\" rel=\"noopener noreferrer\" target=\"_blank\">u\/HelpMeOutQ<\/a> in<a href=\"https:\/\/www.reddit.com\/r\/HousingUK\/\" rel=\"noopener noreferrer\" target=\"_blank\">HousingUK<\/a><\/blockquote><script async src=\"https:\/\/embed.reddit.com\/widgets.js\" charset=\"UTF-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Impact of the delay on landlords<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While a delay gives the industry more time to prepare for the reforms, it creates a tricky situation for landlords.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.nrla.org.uk\/news\/epc-c-now-ahead-game\" rel=\"noopener noreferrer\" target=\"_blank\">The National Residential Landlords Association (NRLA) warned<\/a> this pause prolongs the uncertainty surrounding the future of the system. And it might undermine your confidence in deciding when to start upgrading your property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main risk is that any work you do now might not meet the standards of the new framework. If you upgrade your property to achieve a C rating under the current rules, there&#8217;s no guarantee it will hit the same grade when the assessment changes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the opposite is true too. Some landlords might be waiting for the new, more nuanced system to give their property the best shot of achieving an EPC rating of C.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This leaves landlords stuck between wanting to improve their properties and waiting for clear guidance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NRLA suggests that focusing on fabric improvements on your property could be a sensible approach, with the <a href=\"https:\/\/www.gov.uk\/government\/consultations\/reforms-to-the-energy-performance-of-buildings-regime\/outcome\/reforms-to-the-energy-performance-of-buildings-regime-partial-government-response\" rel=\"noopener noreferrer\" target=\"_blank\">government has indicated<\/a> they\u2019ll remain a central part of the tests.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And make sure you track your expenses when making energy efficiency upgrades on your property:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">Any costs relating to energy efficiency improvements from October 2025 will count towards the \u00a310,000 cap for property upgrades.<\/li>\n\n\n\n<li class=\"wp-block-list-item\">You can claim property improvements back as an <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-tax\/allowable-expenses-for-landlords\/\">allowable expense<\/a> in your tax return.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">The reason for the EPC reforms delay<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Delivering changes of this scale takes a lot of time and effort. The feeling among <a href=\"https:\/\/www.elmhurstenergy.co.uk\/blog\/2026\/03\/13\/government-confirms-epc-reform-will-be-postponed-to-second-half-of-2027\/\" rel=\"noopener noreferrer\" target=\"_blank\">some industry experts<\/a> is that the 2026 target was always optimistic from the government.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Energy assessors need training in the new system before the rollout, and the government will want the transition to be as smooth as possible. By 2030, all privately rented homes must achieve an EPC rating of band C.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This delay only applies to the introduction of the new EPC system. The government hasn\u2019t given any indication that it plans to push back the 2030 MEES deadline.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means you shouldn\u2019t ignore energy efficiency for the next few years if your property needs improvements.&nbsp;<\/p>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">How to stay compliant in a changing landscape<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s difficult to navigate the uncertainty around the energy efficiency standards. Focusing on what you can control with your property could be the best way to prepare.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you haven\u2019t already, it could be worth speaking with an energy assessor to review the recommendations on your current certificate.
