{"id":40530,"date":"2025-11-26T15:13:15","date_gmt":"2025-11-26T15:13:15","guid":{"rendered":"https:\/\/www.simplybusiness.co.uk\/?post_type=knowledge&#038;p=40530"},"modified":"2025-11-26T15:13:16","modified_gmt":"2025-11-26T15:13:16","slug":"autumn-budget-2025-for-landlords","status":"publish","type":"knowledge","link":"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-news\/autumn-budget-2025-for-landlords\/","title":{"rendered":"Autumn Budget 2025: what does it mean for landlords?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Autumn Budget 2025 included a range of tax rises in an attempt to close an estimated spending gap of around \u00a330 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement, made by Chancellor Rachel Reeves alongside a forecast from the Office for Budget Responsibility (OBR), will see taxes increased by \u00a326 billion over the next few years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These tax increases will increase the tax burden to a record high of 38 per cent of Gross Domestic Product (GDP) by 2030-31, according to the OBR.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although rumours of stamp duty reform didn\u2019t come to pass, the fiscal update contains a range of measures that could impact landlords.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From higher property income tax rates to a new mansion tax, find out what the Budget means for your money and your property.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-rental-income-tax-rates-to-increase-from-2027\"><strong>Rental income tax rates to increase from 2027<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The government has announced that it will increase tax rates on property income such as rent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means landlords will pay two per cent more tax on rental income from April 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new tax rates for property income will be:&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Tax band<\/strong><\/td><td><strong>New property income tax rate<\/strong><\/td><\/tr><tr><td>Basic rate (\u00a312,570 &#8211; \u00a350,270)<\/td><td>22%<\/td><\/tr><tr><td>Higher rate (\u00a350,271 &#8211; \u00a3125,140)<\/td><td>42%<\/td><\/tr><tr><td>Additional rate (Over \u00a3125,140)<\/td><td>47%<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Landlords will continue to pay normal income tax rates on their salary and other earnings. The two per cent rise will also apply to savings and dividends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its report, which was accidentally published hours before the Budget, the OBR said: \u201cThis successive eroding of private landlord returns will likely reduce the supply of rental property over the longer run.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis risks a steady long-term rise in rents if demand outstrips supply.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-income-tax-thresholds-frozen-for-a-further-three-years\">Income tax thresholds frozen for a further three years<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Treasury is also extending the freeze on income tax thresholds for a further three years until 2031-2032.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is known as a \u2018stealth tax\u2019 as more people are dragged into higher tax brackets as wages rise. Income tax thresholds, which determine the amount of tax people pay, have been frozen since 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the Treasury decided against increasing income tax rates, this measure marks a U-turn from last year\u2019s Budget. At the time Reeves announced that income tax thresholds would rise again in line with inflation from the 2028-29 tax year.<\/p>\n\n\n\n<div class=\"wp-block-group has-azure-200-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-30c80bf8 wp-block-group-is-layout-constrained\" style=\"border-radius:10px;margin-top:var(--wp--preset--spacing--90);margin-bottom:var(--wp--preset--spacing--90);padding-top:var(--wp--preset--spacing--90);padding-right:var(--wp--preset--spacing--90);padding-bottom:var(--wp--preset--spacing--90);padding-left:var(--wp--preset--spacing--90)\">\n<h3 class=\"wp-block-heading\" id=\"h-income-tax-rates-at-a-glance\"><strong>Income tax rates at a glance<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">0 per cent on income up to \u00a312,570 (personal allowance)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">20 per cent on income between \u00a312,571 and \u00a350,270<\/li>\n\n\n\n<li class=\"wp-block-list-item\">40 per cent on income between \u00a350,271 and \u00a3150,000<\/li>\n\n\n\n<li class=\"wp-block-list-item\">45 per cent on income above \u00a3150,000<\/li>\n<\/ul>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-new-mansion-tax-on-most-expensive-homes\"><strong>New \u2018mansion tax\u2019 on most expensive homes<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">From April 2028, a new \u2018mansion tax\u2019 will be charged on the country\u2019s most expensive properties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tax, which will be a surcharge on council tax, is estimated to raise \u00a3400 million in 2029-30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The surcharge will be charged as follows:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00a32,500 a year on properties worth \u00a32 million and above<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00a37,500 a year on properties worth \u00a35 million and above<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Treasury says the new tax will affect less than one per cent of property owners.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-tax-free-isa-reform-new-rules-on-investment-allowance\">Tax-free ISA reform \u2013 new rules on investment allowance<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Contrary to rumours, the Chancellor confirmed that the full \u00a320,000 tax-free allowance for Individual Savings Accounts (ISAs) will remain. However, from 2027, \u00a38,000 of the allowance will have to be used exclusively on investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over 65s will keep the full cash allowance of \u00a320,000.<\/p>\n\n\n\n<div id=\"nba-body-001\">\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-landlords-won-t-pay-national-insurance-on-rental-income\">Landlords won\u2019t pay National Insurance on rental income<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Despite speculation, the Treasury decided not to charge National Insurance on rental income.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was strongly rumoured before the Budget that an eight per cent levy on rental income was being considered to raise an extra \u00a32 billion-\u00a33 billion a year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, higher tax rates on property income combined with the freeze on income tax thresholds will increase many landlords\u2019 tax bills.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-stamp-duty-to-remain-for-now\">Stamp duty to remain for now<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Despite strong rumours ahead of the Budget, stamp duty won\u2019t be replaced with a national property tax.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Guardian reported that the Treasury considered suggestions by the Onward think tank to remove stamp duty for property buyers and introduce an annual tax for sellers.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was proposed that sellers would be required to pay an annual of 0.54 per cent on property worth over \u00a3500,000 and 0.81 per cent on properties worth \u00a3100,000 or more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the current system will remain and landlords will continue to pay a five per cent stamp duty surcharge when they buy a rental property.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-group has-azure-300-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-69910985 wp-block-group-is-layout-constrained\" style=\"border-radius:10px;padding-top:var(--wp--preset--spacing--20);padding-right:var(--wp--preset--spacing--90);padding-bottom:var(--wp--preset--spacing--50);padding-left:var(--wp--preset--spacing--90)\">\n<h2 class=\"wp-block-heading\" id=\"h-the-biggest-regulatory-shift-in-a-generation\">&#8216;The biggest regulatory shift in a generation&#8217;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Julie Fisher, UK CEO of Simply Business, says: \u201cUK landlords are facing the biggest regulatory shift in a generation as the Renters\u2019 Rights Act and new tax processes are set to come into effect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMore than a third (39%) are considering leaving the rental market completely within the next year as regulation changes create uncertainty for landlords serving almost five million UK households.
