{"id":39389,"date":"2025-07-10T07:57:46","date_gmt":"2025-07-10T07:57:46","guid":{"rendered":"https:\/\/www.simplybusiness.co.uk\/?post_type=knowledge&#038;p=39389"},"modified":"2025-07-10T07:57:47","modified_gmt":"2025-07-10T07:57:47","slug":"decent-homes-standard","status":"publish","type":"knowledge","link":"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/decent-homes-standard\/","title":{"rendered":"Decent Homes Standard: 1 in 5 properties need improvements"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The government is set to replace the existing Decent Homes Standard with an updated version and extend it to the private rented sector as part of the Renters\u2019 Rights Bill.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Decent Homes Standard is a set of criteria that aims to make sure housing is safe, modern, and in good repair. It\u2019s been in force in the social housing sector since 2001.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Data suggests that one in five rental properties will need improvements to be compliant, so how can landlords prepare?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-will-the-decent-homes-standard-work\">How will the Decent Homes Standard work?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The new Decent Homes Standard will be based on five criteria. Private rental homes will need to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">be free of \u2018Category 1\u2019 hazards as set by the Housing health and safety rating system (HHSRS)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">be in a reasonable state of repair (the government will provide clear guidelines on what this means)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">have \u2018reasonably modern\u2019 facilities<\/li>\n\n\n\n<li class=\"wp-block-list-item\">meet new \u2018thermal comfort requirements\u2019 as set out by <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/what-is-an-epc-rating\/\" data-type=\"knowledge\" data-id=\"989\" >Minimum Energy Efficiency Standards<\/a> (MEES)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">be free of any damp or mould \u2013 <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/awaabs-law-for-private-landlords\/\" data-type=\"knowledge\" data-id=\"36072\" >Awaab\u2019s Law<\/a> will require landlords to get rid of damp or mould within set timelines<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-decent-homes-standard-what-s-changing\">Decent Homes Standard \u2013 what\u2019s changing?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The new version of the Decent Homes Standard will be slightly different from the existing one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the moment, kitchens and bathrooms in social housing must be replaced once they reach a certain age. This rule is being scrapped, so kitchens and bathrooms will only need to be replaced if they\u2019re no longer in good condition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other changes suggested by the government include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">requiring landlords to provide floor coverings (such as carpets) in every room at the start of a tenancy<\/li>\n\n\n\n<li class=\"wp-block-list-item\">making sure all properties meet new security standards when new windows and doors are installed<\/li>\n\n\n\n<li class=\"wp-block-list-item\">requiring landlords to install window restrictors to prevent accidental falls from height&nbsp;<\/li>\n\n\n\n<li class=\"wp-block-list-item\">extending heating requirements to cover the whole property and linking them to overall energy efficiency&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s important to note that these changes are subject to consultation, so may not be included in the final version of the new Decent Homes Standard.<\/p>\n\n\n\n<div class=\"wp-block-group has-azure-300-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-69910985 wp-block-group-is-layout-constrained\" style=\"border-radius:10px;padding-top:var(--wp--preset--spacing--20);padding-right:var(--wp--preset--spacing--90);padding-bottom:var(--wp--preset--spacing--50);padding-left:var(--wp--preset--spacing--90)\">\n<h3 class=\"wp-block-heading\" id=\"h-have-your-say-on-the-decent-homes-standard-consultation\">Have your say on the Decent Homes Standard consultation\u00a0<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The government is consulting on the new version of the Decent Home Standard and is inviting landlords to contribute their views.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/consult.communities.gov.uk\/decent-homes-team\/a-reformed-decent-homes-standard\/\" target=\"_blank\" rel=\"noreferrer noopener\" rel=\"noopener noreferrer\" target=\"_blank\">consultation<\/a> launched on 2 July 2025 and will close on 10 September 2025.<\/p>\n<\/div>\n\n\n\n<div id=\"nba-body-001\">\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-who-does-the-decent-homes-standard-apply-to\">Who does the Decent Homes Standard apply to?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Decent Homes Standard currently applies to social housing only. However, the new version will be extended to cover both social and private rental housing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-when-does-the-decent-homes-standard-start-for-landlords\">When does the Decent Homes Standard start for landlords?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Decent Homes Standard is being introduced as part of the Renters\u2019 Rights Bill, which is expected to become law later this year.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the government has suggested an implementation date of either 2035 or 2037 for landlords to comply with the new standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s thought this is to coincide with <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/new-energy-efficiency-rules-for-rental-properties\/\" data-type=\"knowledge\" data-id=\"24841\" >new energy efficiency rules<\/a>, which are due to come into force in 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The suggested implementation date will give landlords plenty of time to prepare if their property needs improvements to comply.<\/p>\n\n\n\n<div class=\"wp-block-group has-azure-200-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-30c80bf8 wp-block-group-is-layout-constrained\" style=\"border-radius:35px;margin-top:var(--wp--preset--spacing--90);margin-bottom:var(--wp--preset--spacing--90);padding-top:var(--wp--preset--spacing--90);padding-right:var(--wp--preset--spacing--90);padding-bottom:var(--wp--preset--spacing--90);padding-left:var(--wp--preset--spacing--90)\">\n<h2 class=\"wp-block-heading\" id=\"h-1-in-5-private-rentals-don-t-meet-decent-homes-standard\"><strong>1 in 5 private rentals don\u2019t meet Decent Homes Standard<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">More than a fifth of private rental properties (21 per cent) don\u2019t currently comply with the Decent Homes Standard, according to a survey by ECC Paragon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are regional variations \u2013 31 per cent of rental properties in the North West are non-decent, dropping to 12 per cent in London.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several regions \u2013 including Yorkshire and the Humber, the East Midlands, and the South West \u2013 have more than a quarter of rental properties that fall below the proposed standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On top of this, private renters were more likely than any other tenure to live in a poor quality home, according to the English Housing Survey 2022-2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tenants renting from private landlords were also more likely to live in a property with damp or a \u2018Category 1\u2019 hazard.<\/p>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-what-happens-if-landlords-don-t-comply\">What happens if landlords don\u2019t comply?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Under the new standard, fines for non-compliance will increase from \u00a330,000 to \u00a340,000.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local councils will also be able to issue civil penalties of up to \u00a37,000 for the worst offenders.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-to-prepare-for-the-decent-homes-standard\">How to prepare for the Decent Homes Standard<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The first thing landlords will need to do is read up on the requirements of the Decent Homes Standard and work out whether their property complies.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If it doesn\u2019t, they\u2019ll need to pay for improvements to bring it up to standard.
