Our Landlord Report 2025 provides an analysis of what it\u2019s like to let a property in 2025 and how landlords plan to adapt to the future.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our survey of over 1,000 landlords reveals their biggest concerns, with an in-depth look at all 12 measures of the RRB and how they plan to respond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can find the <a href=\"https:\/\/www.simplybusiness.co.uk\/resources\/landlord-report\/\">full report here<\/a>.<\/p>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-government-fails-to-make-a-positive-impact-nbsp\">Government fails to make a positive impact&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The majority of landlords (69 per cent) think the government has had a negative impact on the rental market in the past 12 months. Just four per cent believe they&#8217;ve made a positive impact.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our data shows that the <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/renters-rights-bill\/\" data-type=\"knowledge\" data-id=\"25235\" >Renters\u2019 Rights Bill<\/a> and rising costs are the top challenges for landlords in 2025.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-what-support-do-landlords-need-from-the-government\">What support do landlords need from the government?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">While many landlords accept more regulation in the rental market could have a positive impact, they\u2019re calling on the government for more clarity and support.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When we asked what single action the government could take to help landlords, they said:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">reducing the tax burden \u2013 34 per cent<\/li>\n\n\n\n<li class=\"wp-block-list-item\">reducing regulation and red tape \u2013 24 per cent<\/li>\n\n\n\n<li class=\"wp-block-list-item\">improving the court system to support lawful evictions \u2013 18 per cent<\/li>\n\n\n\n<li class=\"wp-block-list-item\">providing more funding and grants for <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/new-energy-efficiency-rules-for-rental-properties\/\" data-type=\"knowledge\" data-id=\"24841\" >energy efficiency<\/a> improvements \u2013 15 per cent<\/li>\n\n\n\n<li class=\"wp-block-list-item\">providing more affordable housing supply \u2013 five per cent<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-deep-dive-into-the-renters-rights-bill-nbsp\">A deep-dive into the Renters\u2019 Rights Bill&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The RRB brings the biggest changes to renting in decades. With parts of the bill expected to be introduced during 2026, we asked landlords which of the 12 key measures they\u2019re most concerned about:<strong>&nbsp;<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">Banning Section 21 evictions (38%)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Giving tenants the <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/tenants\/renting-with-pets-guide-for-landlords\/\" data-type=\"knowledge\" data-id=\"22507\" >right to keep pets<\/a> (14%)\u00a0<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Replacing fixed-term assured tenancies with periodic tenancies (13%)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Limiting rent increases (8%)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Ending blanket bans on tenants on benefits or with children (7%)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Strengthening local authority enforcement (2%)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Strengthening <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/what-is-a-rent-repayment-order\/\" data-type=\"knowledge\" data-id=\"26433\" >Rent Repayment Orders<\/a> (2%)\u00a0<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Extending the <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/decent-homes-standard\/\" data-type=\"knowledge\" data-id=\"39389\" >Decent Homes Standard<\/a> to private rentals (2%)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Introducing a Private Rented Sector Database (2%)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Introducing a landlord ombudsman (1%)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Extending <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/awaabs-law-for-private-landlords\/\" data-type=\"knowledge\" data-id=\"36072\" >Awaab\u2019s law<\/a> to private rentals (1%)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Banning rental property bidding wars (0%)\u00a0<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The banning of \u2018no fault\u2019 evictions is by far landlords\u2019 biggest concern, despite 71 per cent of them saying they\u2019ve never used a Section 21 eviction.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interestingly, 10 per cent of landlords said they\u2019re not concerned about the impact of the RRB.<\/p>\n\n\n\n<div id=\"nba-body-001\">\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-are-landlords-increasing-rent\">Are landlords increasing rent?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As part of the RRB, landlords will be limited to making <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/section-13-rent-increase\/\" data-type=\"knowledge\" data-id=\"1569\" >rent increases<\/a> just once a year. And any rent increases they do make will have to be in line with market rates.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This led some commentators to suggest that there would be a wave of rent increases before the new law is introduced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When we asked landlords how they plan to respond to the limit on rent increases, they said:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">I haven\u2019t increased rent on any of their properties in the last 12 months \u2013 34%\u00a0<\/li>\n\n\n\n<li class=\"wp-block-list-item\">I\u2019ve increased rent, but only for new tenants \u2013 20%<\/li>\n\n\n\n<li class=\"wp-block-list-item\">I\u2019ve increased rent for all tenants but was willing to negotiate \u2013 34%<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This means over half of landlords (54 per cent) haven\u2019t raised their rent for existing tenants in the past 12 months.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The future of the rental market<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s no surprise many landlords are looking ahead with unease \u2014 the number of landlords concerned about the future of the rental market has increased by three per cent in the last 12 months.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-group has-azure-300-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-69910985 wp-block-group-is-layout-constrained\" style=\"border-radius:10px;padding-top:var(--wp--preset--spacing--20);padding-right:var(--wp--preset--spacing--90);padding-bottom:var(--wp--preset--spacing--50);padding-left:var(--wp--preset--spacing--90)\">\n<p class=\"wp-block-paragraph\">78% of landlords are concerned about the future of the rental market\u00a0<\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">But the response to whether or not a rental property was a still a worthwhile investment was mixed:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">Yes \u2013 39%<\/li>\n\n\n\n<li class=\"wp-block-list-item\">No \u2013 34%<\/li>\n\n\n\n<li class=\"wp-block-list-item\">Not sure \u2013 26%<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-group has-azure-200-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-30c80bf8 wp-block-group-is-layout-constrained\" style=\"border-radius:35px;margin-top:var(--wp--preset--spacing--90);margin-bottom:var(--wp--preset--spacing--90);padding-top:var(--wp--preset--spacing--90);padding-right:var(--wp--preset--spacing--90);padding-bottom:var(--wp--preset--spacing--90);padding-left:var(--wp--preset--spacing--90)\">\n<h2 class=\"wp-block-heading\" id=\"h-more-important-than-ever-to-understand-landlords-challenges\">&#8216;More important than ever to understand landlords&#8217; challenges&#8217;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Simply Business UK CEO Julie Fisher shared her thoughts on the findings of the 2025 Landlord Report: \u201cMany landlords use their property as a stable financial investment whilst also providing valuable housing for tenants. Although there are clear challenges, 39 per cent believe a rental property is still a worthwhile investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDespite their concerns for the future, most landlords remain steadfast in their commitment to letting their property. In the past 12 months, only 13 per cent of landlords have sold a rental property and almost two thirds don\u2019t plan on selling (64 per cent) in the next year.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cInsuring more than 300,000 landlords allows us to gain first-hand insight into the integral role they play in the housing market.
