She announced a range of measures designed to plug a \u00a322 billion \u2018black hole\u2019 in public finances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was confirmed that taxes will be increased by \u00a340 billion, which has been described as one of the biggest tax-raising Budgets in history.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although capital gains tax (CGT) rates for selling rental properties have been held, stamp duty rates for buying additional properties have been increased.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Read on for the latest announcements that could affect landlords and the rental market.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\"><a href=\"#stamp\">stamp duty increase<\/a><\/li>\n\n\n\n<li class=\"wp-block-list-item\"><a href=\"#capital\">capital gains tax held<\/a><\/li>\n\n\n\n<li class=\"wp-block-list-item\"><a href=\"#income\">income tax threshold freeze to end<\/a><\/li>\n\n\n\n<li class=\"wp-block-list-item\"><a href=\"#inheritance\">inheritance tax threshold frozen<\/a><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"stamp\">Landlord stamp duty surcharge increased to 5%<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The additional <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-tax\/stamp-duty-on-second-home\/\" data-type=\"knowledge\" data-id=\"1537\" >stamp duty<\/a> paid by landlords on additional properties will be increased from three per cent to five per cent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that a landlord buying a property worth between \u00a3250,001 and \u00a3925,000 will pay 10 per cent in stamp duty, up from eight per cent.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here\u2019s an overview of the new rates, effective from 31 October 2024:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Property price<\/strong><\/td><td><strong>Normal stamp duty rate<\/strong><\/td><td><strong>Previous additional stamp duty rate<\/strong><\/td><td><strong>New additional stamp duty rate<\/strong><\/td><\/tr><tr><td>Up to \u00a3250,000<\/td><td>0%<\/td><td>3%<\/td><td>5%<\/td><\/tr><tr><td>\u00a3250,001 to \u00a3925,000<\/td><td>5%<\/td><td>8%<\/td><td>10%<\/td><\/tr><tr><td>\u00a3925,001 to \u00a31.5 million<\/td><td>10%<\/td><td>13%<\/td><td>15%<\/td><\/tr><tr><td>Above \u00a31.5 million<\/td><td>12%<\/td><td>15%<\/td><td>18%<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In 2022, the minimum rate at which people pay stamp duty was increased from \u00a3125,000 to \u00a3250,000.<\/p>\n\n\n\n<div id=\"nba-body-001\">\n<\/div>\n\n<p class=\"wp-block-paragraph\">The threshold is due to return to \u00a3125,000 in March 2025 and Labour hasn\u2019t committed to an extension.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This, combined with the increased stamp duty surcharge, will mean a significant increase in tax paid by landlords when buying new properties.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"capital\">Capital gains tax rates for landlords held<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Despite strong rumours ahead of the Budget, Rachel Reeves confirmed that <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-tax\/capital-gains-tax-on-property\/\" data-type=\"knowledge\" data-id=\"25949\" >capital gains tax<\/a> (CGT) paid by landlords would be held at the existing rates.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CGT is paid by landlords on the profit they make when selling a property. The rates for selling property will remain at:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">18 per cent for basic rate taxpayers<\/li>\n\n\n\n<li class=\"wp-block-list-item\">24 per cent for higher and additional rate taxpayers<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">More than a quarter (29 per cent) of landlords are planning to sell a property within the next 12 months, according to <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-news\/landlords-concerns-for-rental-market\/\" data-type=\"knowledge\" data-id=\"26220\" >Simply Business research<\/a>. At the same time, just 11 per cent are planning to buy a property during the same period.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"income\">Income tax threshold freeze to end<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/business-tax\/income-tax-rates\/\" data-type=\"knowledge\" data-id=\"1464\" >Income tax<\/a> thresholds were frozen until 2028 by the previous government. Rachel Reeves has announced that they will begin to rise again in line with inflation from the 2028-29 tax year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that the personal allowance will increase, as well as the thresholds for basic, higher, and additional rate income tax.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In theory, higher thresholds will lead to lower tax bills as wages increase.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"inheritance\">Inheritance tax threshold frozen until 2030<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The government has confirmed that the inheritance tax threshold will be frozen at \u00a3325,000 until 2030.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means the first \u00a3325,000 of any estate can be inherited tax-free, rising to \u00a3500,000 if the estate includes a residence passed to direct descendants.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It rises further to \u00a31 million when a tax-free allowance is passed to a surviving spouse or civil partner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Due to a range of tax-free and gifting allowances, just six per cent of estates are liable for inheritance tax, according to the Chancellor.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-else-was-included-in-the-autumn-budget\">What else was included in the Autumn Budget?<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">the government will invest more than \u00a35 billion to deliver its housing plan<\/li>\n\n\n\n<li class=\"wp-block-list-item\">National Insurance contributions for employers will increase to 15 per cent from April 2025<\/li>\n\n\n\n<li class=\"wp-block-list-item\">capital gains tax rates will increase (18 per cent on lower rate and 24 per cent on higher rate)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">fuel duty will be frozen in 2025, with the existing 5p cut extended for another year<\/li>\n\n\n\n<li class=\"wp-block-list-item\">the national living wage for people aged 21 or older will rise by 6.7 per cent\u00a0 to \u00a312.21 an hour from April 2025<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How do you feel about the Autumn Budget?
