This will apply to all tenancies from 1 October 2030.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government has also confirmed that the EPC system will be overhauled in 2026, introducing new ways of measuring performance.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It will be based on how properties retain heat rather than how much energy a property uses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new system will become compulsory for EPCs on 1 October 2029.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-what-does-this-mean-for-landlords\">What does this mean for landlords?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Rental properties that have an EPC C rating before 1 October 2029 will be compliant with MEES until the EPC expires (they usually last for 10 years).&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any rental property that doesn\u2019t have an EPC C after 1 October 2029 will be measured against the new system, in which it is likely to be harder to get a C rating (or equivalent).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Read more: <\/strong><a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-regulation\/what-is-an-epc-rating\/\" data-type=\"knowledge\" data-id=\"989\">Minimum Energy Efficiency Standards guide for landlords<\/a><\/p>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-new-epc-rules-for-landlords-government-confirms-details\"><strong>New EPC rules for landlords \u2013 government confirms details<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The government recently published its <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/696f8a3ec0f4afaa9536a0c4\/warm-homes-plan-standard-print.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" rel=\"noopener noreferrer\" target=\"_blank\">Warm Homes Plan<\/a>, which included details about its proposals to increase the minimum EPC rating for rental properties.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It confirmed the following information:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">all rental properties in England and Wales will need an EPC rating of C from 1 October 2030<\/li>\n\n\n\n<li class=\"wp-block-list-item\">there will no longer be separate deadlines for new and existing tenancies<\/li>\n\n\n\n<li class=\"wp-block-list-item\">the cost cap (the max amount landlords are expected to spend on improvements) will be \u00a310,000 (lowered from a proposed \u00a315,000)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">the cost cap will be lowered further if \u00a310,000 represents 10 per cent or more of a property\u2019s value<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"2026\">Updated EPC system from 2026 \u2013 what landlords need to know<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The current EPC system is based on estimated running costs and how much energy a property uses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s been suggested that this penalises properties that are heated using electricity (such as a heat pump) as electricity is more expensive than gas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new system, known as Home Energy Model (HEM), will measure properties on three criteria:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li class=\"wp-block-list-item\"><strong>Fabric performance<\/strong> \u2013 how well the property retains heat through insulation, draught-proofing, and windows<\/li>\n\n\n\n<li class=\"wp-block-list-item\"><strong>Heating systems <\/strong>\u2013 how efficient the heating system is, with a priority for efficient systems like heat pumps\u00a0<\/li>\n\n\n\n<li class=\"wp-block-list-item\"><strong>Smart readiness <\/strong>\u2013 whether the property can generate its own energy (e.g. through solar panels)<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">When getting an EPC through HEM, properties will be scored first on their fabric performance and then on either their heating system or smart readiness.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This could mean most landlords will need to install a heat pump (heating system) or solar panels (smart readiness) to get an EPC with an equivalent rating of C or higher under the new system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new system is designed to provide more accurate long-term performance data for properties. The government launched a <a href=\"https:\/\/www.gov.uk\/government\/consultations\/home-energy-model-energy-performance-certificates\" target=\"_blank\" rel=\"noreferrer noopener\" rel=\"noopener noreferrer\" target=\"_blank\">consultation<\/a> in January 2026 to determine how new metrics will be calculated and whether the A-E rating system will be retained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although HEM is due to be introduced from 2026, the government says it won\u2019t become compulsory for EPCs until 1 October 2029.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Read more:<\/strong> <a href=\"https:\/\/www.simplybusiness.co.uk\/knowledge\/landlord-news\/meter-replacement-deadline\/\" data-type=\"knowledge\" data-id=\"30469\">RTS meter warning \u2013 thousands of properties still need to upgrade<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"deadline\">Will all rental properties meet the 2030 EPC deadline?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">At the current rate that landlords are making energy efficiency improvements, it would take until 2042 for all rental homes to meet the new standards, according to research by Hamptons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To meet the 2030 target, it\u2019s estimated that each year around 340,000 rental homes will need to make improvements to achieve a minimum EPC rating of C. And that\u2019s not taking the new rating system into account.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Estate agency Hamptons\u2019 analysis of Ministry of Housing, Communities and Local Government data shows that between January and August 2024, 39 per cent of rental homes with new EPCs moved into a higher band.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than one in 10 (13 per cent) dropped into a lower band, while 48 per cent saw no change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over half (55 per cent) of rental properties with a new EPC during this period had a rating of C or higher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s estimated that up to four per cent of rental properties won\u2019t achieve a minimum EPC rating of C.<\/p>\n\n\n\n<div id=\"nba-body-001\">\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"cost\"><strong>Significant <\/strong><strong>cost to increase<\/strong><strong> EPC rating for many landlords<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.simplybusiness.co.uk\/resources\/landlord-report\/\">Simply Business study of over 1,000 landlords<\/a> in 2025 found that over half (55 per cent) expect they\u2019ll need to make improvements to their property to meet a minimum EPC standard of C by 2030 (up from 50 per cent in 2024).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than one in 10 (13 per cent) anticipated energy efficiency improvements could cost them over \u00a310,000. Meanwhile, almost two in five (38 per cent) expect improvements to cost between \u00a31,000 and \u00a310,000.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With a spending cap of \u00a310,000, some landlords may spend the maximum on improvements without reaching the desired minimum EPC rating.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-how-to-improve-your-epc-rating-landlords-reveal-plans\">How to improve your EPC rating \u2013 landlords reveal plans<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Landlords have revealed which improvements they would need to make to increase their rental property\u2019s EPC rating to C or above:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">increase loft insulation \u2013 23%&nbsp;<\/li>\n\n\n\n<li class=\"wp-block-list-item\">improve windows \u2013 e.g. install double or triple glazing \u2013 20%<\/li>\n\n\n\n<li class=\"wp-block-list-item\">increase draft proofing \u2013 15%<\/li>\n\n\n\n<li class=\"wp-block-list-item\">installing solar panels \u2013 12%<\/li>\n\n\n\n<li class=\"wp-block-list-item\">installing a heat pump \u2013 11%<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Over a fifth (21 per cent) said they weren\u2019t sure what improvements to make.<\/p>\n\n\n\n<div class=\"wp-block-group has-azure-300-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-69910985 wp-block-group-is-layout-constrained\" style=\"border-radius:10px;padding-top:var(--wp--preset--spacing--20);padding-right:var(--wp--preset--spacing--90);padding-bottom:var(--wp--preset--spacing--50);padding-left:var(--wp--preset--spacing--90)\">\n<h4 class=\"wp-block-heading\" id=\"h-do-you-need-to-inform-your-insurer-when-making-epc-improvements\">Do you need to inform your insurer when making EPC improvements?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">If you\u2019re making significant energy efficiency improvements to your property, such as installing solar panels or a heat pump, you may need to notify your insurer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is because you could be making major structural changes to the property. This is due to close on 18 March 2026, with details expected before the end of 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deadline and details for minimum energy efficiency standards have been set as part of the Warm Homes Plan. Regulations are yet to be published, so there\u2019s a chance details could be tweaked before the 2030 start date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are some key points for landlords to consider:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"wp-block-list-item\">if landlords don\u2019t have an EPC C rating by 1 October 2029, it could be harder to achieve the higher rating under the new system<\/li>\n\n\n\n<li class=\"wp-block-list-item\">any property that has an EPC C rating under the current system before October 2029 will be compliant with MEES until the EPC expires (usually after 10 years)<\/li>\n\n\n\n<li class=\"wp-block-list-item\">after that, the landlord will need to get a new EPC (equivalent to a C) under HEM, which could be more difficult<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"uk\">What about energy performance ratings in the rest of the UK?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The UK government sets EPC ratings in England and Wales, so the changes mentioned relate to properties in these countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the <a href=\"https:\/\/www.gov.scot\/publications\/heat-buildings-strategy-domestic-epc-reform-consultation-analysis-summary-report\/pages\/2\/\" target=\"_blank\" rel=\"noreferrer noopener\" rel=\"noopener noreferrer\" target=\"_blank\">Scottish government ran a separate consultation<\/a> on the same issue in 2021.
